Koh Jae-Moon

Abstract
There remains much to be improved in 119 emergency rescue operations in terms of organization and equipment. As Korea is near a welfare state, establishing a 119 rescue and first aid system is a top priority project. Although insufficient in manpower and financial support, the 119 emergency rescue and first aid services are operating smoothly. All public officers in fire fighting departments have excessive workloads, and it is the same with 119 emergency rescue and first aid staff members. It is the situation for emergency staff members who are responsible for emergency medical systems concerning fire prevention as part of fire inspection with insufficient sleep on off duty days, and have to many other clerical jobs in addition to emergency jobs. These extra responsibilities hinder the professional emergency service provided by emergency rescue staff Recently, people¡¯s consciousness of emergency service is growing, and its demand is sharply growing too. It is the best time to be settled as quality base service providing organization with service and sacrifice rather than quantity service. I am convinced that it would be a cornerstone for future qualified medical service professionals if proposals and directions for 119 rescue & first aid teams listed in this study can be solved to some degree. On the other hand, even with adequate regulation provided or operation systems are equipped, emergency rescue staffs¡¯ attitudes of service and sacrifice for the people will make the target accomplished. Also, emergency medical related policy makers¡¯ endless concern and determined action will establish servicing 119 rescue & first aid teams that are beloved by the people.
